GROOMING OFFENCES AGAINST CHILDREN IN INDONESIA

The development of information technology has brought about profound changes in people's lives. No aspect life is left untouchedand the world crime, especially grooming crimes, which target victims who are children, also experiencing considerable increase. Legal limitations make it difficult for law enforcement officials to carry out more effective enforcement. This study examines legal regime and factors that encourage crime against children. present research will be an important point departure as influence work process officers terms child care, victims. uses a normative method with qualitative case approach, conceptual approach legislative approach. results show arrangements regarding crimes regulated using different laws, but do not clearly explicitly address many issues around crimes. As result, have difficulty interpreting laws relation relevant causal factors, such perpetrator, victim social factors.
